Specializing in healthcare legislation with 20 years combined experience on Capitol Hill and in healthcare related associations, Linda Rouse O’Neill leads HIDA’s government affairs team in creating strategic initiatives to advance the interests of healthcare distributors and the supply chain through informed advocacy.

Linda’s areas of expertise include Medicare/Medicaid reimbursement, health IT, advocacy issues including medical device tax, pedigree, unique device identification and competitive bidding, and providing members with industry-relevant government data in the most accessible format possible. She frequently speaks and writes on legislation currently affecting the health distribution industry.

Prior to joining HIDA, Linda served as Director of Federal Affairs for Premier, Inc. a leading healthcare alliance, spent four years working on healthcare issues for Senator Craig Thomas and two years at the National Rural Health Association. Linda holds a Masters from George Washington University in Legislative Affairs and a degree in American History from the State University of New York at Albany.


Mary Beth Spencer

Mary Beth Spencer joined HIDA early in 2016 to manage the preparation of HIDA's government resources, primarily researching and writing about current issues that affect members. She actively facilitates member contact on the Hill, liasing with legislators to coordinate meetings and schedules for HIDA's annual Washington Summit Fly-in.

Prior to HIDA, Mary Beth worked on Capitol Hill for Congressman Greg Walden (R-OR), now Chairman of the Energy & Commerce Committee, former Chair of both the Subcommittee for Communications & Technology and the National Republican Congressional Committee. Mary Beth also directed the national fundraising efforts for Governor Linda Lingle’s 2012 bid for United States Senate in Hawaii, and performed policy research & analysis for Pfizer Inc. Mary Beth earned her BA in Political Science from Colgate University.
