What is the HIDA Political Action Committee (PAC)?

The HIDA PAC is a nonpartisan PAC which provides financial support to Members of Congress whose work on Capitol Hill impacts health care distribution. The PAC is an essential advocacy tool that supplements our Government Affairs work in Washington, DC.

Who does the HIDA PAC support?

We support Members of Congress from throughout the country and on both sides of the political aisle. Many of the lawmakers play a leadership role on a committee which oversees the health care industry. We also support Members of Congress who have consistently championed issues impacting health care distributors and the medical supply chain.

What is “Prior Approval” and why is my company asked to provide it?

Federal Election Commission regulations require a PAC of a trade association to obtain separate and specific written approval from member corporations before soliciting contributions to the association PAC from the “executive and administrative personnel” of the corporation. Prior approval may be granted for multiple years, and it may be withdrawn at any time.

Who can contribute to the PAC?

Only eligible employees of HIDA members that have given prior approval may contribute to the PAC. You must be a U.S. citizen or lawfully admitted for permanent residence in the U.S. in order to contribute. While a federal government contractor may not make federal political contributions and expenditures, its employees may contribute to an association PAC if prior approval has been granted. Contributions are not tax-deductible for federal income tax purposes.

How much can an individual contribute?

The PAC can accept up to $5,000 per calendar year per individual. All contributions must be from personal funds and no corporate dollars are accepted.

PAC Prior Authorization

The HIDA PAC is a nonpartisan PAC which provides financial support to Members of Congress whose work on Capitol Hill impacts health care distribution. Participation is voluntary, not tax-deductible and limited to eligible employees of HIDA members who have given prior approval.

In addition, HIDA must receive written authorization from our members prior to soliciting their executive and administrative personnel. An authorization of such a solicitation can only be given to one trade association PAC per calendar year.

PAC Principles

  1. Bipartisan: HIDA PAC will contribute to both Republicans and Democrats, as our industry succeeds when our legislative priorities have bipartisan support. We will support ethical candidates who demonstrate a commitment to principles such as transparency and accountability.
  2. Consensus-Minded: We will maintain transparent decision-making processes, ensuring the HIDA PAC is operated openly and with the input of our members. Candidate endorsements and criteria and the rationale behind our decisions will be governed by our PAC bylaws.
  3. Targeted: HIDA PAC will target its political giving where it can do the most good for our industry. We will support key congressional committees with jurisdiction over healthcare and the medical supply chain. House and Senate leaders, such as the Speaker of the House or Minority leaders may also be supported by the HIDA PAC.
  4. Incumbent-Driven: HIDA PAC will focus its political giving on Senators and Representatives currently serving in federal office, as these elected officials are currently in a position to directly influence our industry.
  5. Transparent: HIDA PAC is committed to upholding the principles of transparency and accountability in all activities. We will abide by Federal Election Commission (FEC) regulations, giving limits and reporting requirements and will make clear to our members which candidates and lawmakers we support.
